As of January 2002 the new requirements for Truth in Sale of Housing Evaluations

are in effect!

In Minneapolis:

These are just a few of the new Repair/Replace items now required to be noted on Truth in Sale of Housing Reports

ANY exposed foam insulation (typically the white rigid foam board that is used on basement walls/ceilings/rim joists) is  rated as "Below" standards.

Backflow Preventers must be installed on the water supply to Hot water boiler heating systems. (This keeps water in the radiators so it does not contaminate the house drinking water).

Backflow Preventers must be installed on all faucets that are threaded and can have a hose attached to it. (typically the laundry faucet and exterior hose faucets), also hand held shower/sprayers must have a permanent hook.

Fill spouts that are below the spill line need to be Repaired/Replaced. Typically this condition exists with an old claw foot tub or a hand held sprayer that is hanging in the tub.

Truth in Sale of Housing Evaluators must have access to every structure on the property including GARAGES and SHEDS (maybe even a large dog house if there is potential for having electricity in it), if there is no access it will be a Repair/Replace item on the form and will need to be re-inspected at additional cost.

Ant Electrical Services that are over fused or have been tampered with will need to be certified by a Licensed Electrician.  This would include a 60 Amp service that is feeding multiple 220Volt appliances (like an elec. stove and an elec. Dryer or Central Air Conditioner).

NOTE: The City does require that Permits will be needed for some repair/replace items.

St. Paul: New changes include:  

Bathroom electrical outlets will be rated as Hazardous if there is no Ground Fault Interrupter (GFCI) outlet/circuits installed.

Exterior faucets that lack backflow prevention will be noted and  rated as Below minimum requirements.

Bath tubs that have fill spouts that are below the rim of the tub (typically old claw foot tubs) are rated as Hazardous.

House addresses must be visible on house and garage.
