Bloomington and South St. Paul Time of Sale Evaluations

The Cities of Bloomington and South St. Paul require similar Time of Sale Evaluations

The Inspections must be completed by the time that the house is put on the Real Estate market.

These Cities require that Hazardous rated items be repaired by the time the property closes.

South St. Paul requires virtually the same corrections and some additional items that are noted

The most common items that need repair are:

Water heater and Heating appliance exhaust vents that lack a minimum of 3 screws in each joint, loose vent connections at the chimneys.
Unapproved flexible gas lines run to appliances.
Smoke detectors must be installed in each bedroom and on each level of the home (they may be battery operated). Detectors must be properly located.
Furnaces and auxiliary heating systems that are not in proper operating condition must be Certified.
Electrical outlets and fixtures that are broken or missing covers/components.
Electrical systems must be properly grounded, including a jumper wire across the water meter.
Garage door openers and any other major permanent appliance must be plugged directly into an outlet.
Backflow anti-siphon devices must be installed on all threaded faucets that could accept a hose, toilet fill valves that are below the tank spill line, hand held shower sprayers that can hang into tub water.

South St. Paul additionally requires:

Exposed foam insulation must be covered with a fire rated material.
Any improperly wired electrical outlets be repaired.
GFCI Outlets must be installed at sinks.
The firewall between a house and an attached garage must be complete, including a fire rated door between with a self closing apparatus.
House numbers must be visible on the House and Garage.
